Specifically, Jeana Lervick was asked to investigate an unfounded complaint based upon a non-published regulation, non-announced regulation, and non-common sense offense, directed towards a substitute teacher, where Jeana Lervick said Billings, Montana School District Two was TOO LARGE for her to clear up the case, within a reasonable amount of time, which would have been on the same business day, or within 48 hours, at MOST U.S. School Districts, during late October, 2013. 

1. Most U.S. School Districts, which are much larger than Billings, Montana School District Two, this reported regulation violation, which is NON-COMMON SENSE in nature, would NOT have been a violation.

2. At Most U.S. School Districts, nationwide, if this non-common sense offense regulation violation, would have been stated in the SUBSTITUTE TEACHER HANDBOOK, and would have been stated during SUBSTITUTE TEACHER TRAINING, which it was NOT, at Billings, Montana School District Two.

3. It was NEVER PROVEN, this NON-Published Regulation Violation, NON-Announced Regulation Violation, NON-Common Sense Regulation Violation, had ever taken place.
